1) Interesting clip. That is only slightly larger than I envisioned your arc thrower to be in game. 2) That is what a lot of AVs look like. 3) Hardy har har.

The Arc Thrower is rifle class, so the same size as an AK or M16.
The technology could actually be used in a whole host of new inventions. The ion channel induced by its laser that allows electricity to jump to a target (Unlike the video, which is an AOE spam cannon) would be able to create pinponted plasma for a similar effect to this: https://www.youtube.com/watch?v=EndNwMBEiVU
